8th CPC Fitment Factor, Explained
One multiplier decides every salary and pension under the 8th Pay Commission. Here is what it means, what's being projected, and a quick tool to apply any factor to your own basic pay.
Fitment factor kya hai? (What it really means)
If you only understand one thing about the 8th Pay Commission, make it this. The fitment factor is a single multiplier that converts your current basic pay into your revised basic pay. That is the whole idea. If your basic is ₹18,000 and the factor is 2.08, your new basic becomes ₹37,440. Every central government employee, from a Level 1 helper to a Level 14 senior officer, gets the same multiplier applied to their basic — which is what makes this one number so consequential. It is the lever that moves 1.1 crore salaries and pensions at once.
But there is a catch that trips up almost everyone, and the news rarely explains it clearly. When your basic is revised upward by the fitment factor, the Dearness Allowance you currently draw does not get added on top — it gets absorbed. Right now DA is 60% of basic. On the day the 8th CPC is implemented, that 60% merges into the new basic and DA restarts from zero. So the fitment factor is not "how much your salary grows." It is closer to "how much of your current DA gets baked into your permanent basic, plus a real raise on top." The bigger the factor above roughly 1.6, the more genuine the raise; closer to 1.6, and you are mostly just consolidating what you already earn. This is precisely why a headline screaming "salary to rise 108%!" is technically arithmetic and practically misleading.
What range is being projected, and who is saying what
Let us be honest about the state of information right now: there is no official fitment factor, and there will not be one until the commission submits its report. What exists is a spread of projections, and it helps to know who is behind each number. On the conservative end, around 1.83 to 1.92, sit fiscal analysts who look at what the government can realistically afford. In the middle, around 2.08 to 2.57, are most independent experts and past-pattern estimates — 2.57 being exactly what the 7th CPC delivered. At the top, 2.86 and above, are the employee unions, who are negotiating and naturally aim high. The eventual number is usually a political settlement somewhere in the middle, below the union demand but above the most conservative projection. The 6th CPC landed at 1.86, the 7th at 2.57. Where the 8th lands is genuinely unknown — so treat every confident prediction, including flashy ones promising ₹50,000+ minimum pay, as speculation until the report is public.

Why can't the factor just equal the union demand of 2.86?
